Project Manager, RIM

Singhye Wangchuk is a Lecturer at the Royal Institute of Management (RIM) under the Department of Finance and Business.

He is the Project Manager assigned on behalf of RIM under the GPP project. In line with the project activities he will be delivering training to the public sector as well as to the private sector on Green Public Procurement. In his capacity as the project manager, he will also be responsible for providing professional inputs in understanding the legal procurement document and practices.

Previously he has been involved in the Institutional Capacity Building Project for the Public and Private sector funded by World Bank and is still conducting procurement training for the public servants as part of capacity building for the civil servants. He is the Country Coordinator for the Chartered Institute of Purchasing and Supply Exam Centre (CIPS, UK) in Bhutan.

On academic front, he teaches Procurement to the students studying in Post Graduate Diploma in Financial Management and Diploma in Financial Management. Furthermore, he supervises the research papers of the Students and access the performance of the students. And also, assists the head of institute/department/center in the administrative duties which involve procurement of works, goods and services.

  • B.A Economics (Honors) – Delhi University, India – 2006
  • Graduate Diploma in Purchasing and Supply , Level V - Chartered Institute of Purchasing and Supply – 2009
  • Certificate in Procurement Compliance of the Procurement rules and regulation 2009 – Royal Government of Bhutan

Strategic Public Procurement: Planning and implementation, Public-Private Partnerships, Outsourcing (Identifying hidden cost involved in the outsourcing Strategy), Operation strategy in the supply chain Network.
